What's the purpose of building ship components (like an Atomic Death Ray) on a planet? Do you have to build the component first before loading it on a configuration of an existing or new ship? If so, that's kind of a roundabout way of doing it.

When I got a new ship, I loaded some components on it and then it docked to my home planet for a bit; I am assuming it docked there to get the components I selected for it.

Building those components are for defence of the planet not for ship construction. When youre attacked they will provide a planetary defense.
