CAP question

Howdy,
As the jap player, I have my fighter squadrons at Rabaul set for "zero" range, and a CAP target of Rabaul. However, I read in the rules that CAP has a chance to react to enemy sorties up to two hexes away. The reason I am asking this is that I am trying to keep out of range of the enemy corsairs, yet every so often my CAP reacts to a corsair sweep from moresby that targets a base two hexes away from Rabaul(and my guys get lit up, of course). Is there any way around this, or do I just have to live with the fact that every so often my CAP will react to his sweeps, even if I don't want them to? (dummies don't understand those are corsairs).
