No matter the delay setting my map won't scroll. What am I missing here?

That is odd. It does take a bit to load up (I think after first launching the game sometimes I have to wait about 10 seconds before I can scroll.)

What scenario are you playing? Scenarios 3 and 4 are small map, and have no scrolling. Can you scroll in the large scenarios (1,2,5,6,7,8)?
