You're not missing anything.
The F4F-3 is not being produced at the beginning of the war. The F4F-4 is, though.
You have two options when upgrading your buffaloes.
1: Upgrade an existing group of F4F-3's to F4F-4's and you might have enough in the pool to upgrade one group of Buffaloes at a time.
2: Set the buffaloes to upgrade and run the turn. If there are enough F4F-4's in the pool, the Buffaloes will skip the F4F-3 upgrade and go directly to F4F-4's.
Hope that helps.

No F4F-4s until 1 jan 42, Is this upgrade path different in ABs scenario compared with the boxed game? I'm sure when playing the orginal game F3s were available at the start.

Which scenario are you playing? If it is one of my converted scenarios (101 to 116), then I have not altered any of the upgrade paths.

Historically speaking there were exactly 6 F4F-4 delivered by the end of 1941 (IIRC). None of them had yet been issued to squadrons. CHS therefore set the availability of the F4F-4 model to January, 1942. The total number of F4F-3 on hand as of 12/31/41 was 248 (183 F4F-3 and 65 F4F-3A).
