I guess with production off all ports with repair facilities won't repair?

I see places like pearl harbor & west coast ports and singapore with ship repair facilities but 0 ship repair points.
Where do i have to dock to get repairs? Just PH & West coast ports? Or can i get repair at any facility with a repair facility?

Repair points accumulate as they would with production on. However, larger refits and repairs will need a larger base.
