obviously you cant force people to make babies but...
...why is the population excess from captured territories not added to the total number available (pool i think) in the mother country?
the left hand number has never changed and the right hand number never improves, any clues please?

Because the French, Dutch etc just dont join the Wehrmacht the way the actual Germans do. Population isnt like coal - it actually matters that the people you enlist are not hostile. I know - some non-Germans did join the SS - but still those were a small minority compared to the percentage of Germans that were drafted for the Wehrmacht.

So, its completely by design that only Germans join the German army.
