Revisiting the old neutral land grab.

V1.033 – May 17th, 2005
5. Rule Change - Germany is now charged 5 supply points whenever it attacks a neutral
country.
24. OOB Change – Germany has been given 15 additional supply points in Campaign I to
help offset the new supply cost for attacking neutral countries.
Is this change relevant anymore? It was added to put a dent in the neutral land grab strategy that used to be popular. But now that the Axis need certain victory cities to get the AV, this change is obsolete now. I argue that if the game was originally released with the new AV rules we now have, this 5 supply cost penalty would never have been needed or added.
Maybe it should now be changed back to the original way. At least then it would comply with the manual. What do you guys think?
