TCP/IP...The Clot Thickens

Hey EB,
Today Garoco and I got together once again to make online war. Previously he'd been the host, so today I hosted, despite my slower connection speed.
We suffered a few freeze ups which neccessitated my using ctrl+alt+delete.
There were also some older bugs happening like the battles reports showing up in the chat screen.
With Garoco hosting I was unable to make any treaties in over a year of gameplay. The AI advanced no treaties, either.
With me hosting, I was able to make treaties, the AI made treaties, but Garoco was unable to make treaties. On this occasion I took a country that played it's turns after france: Prussia.
My diplomats were able to range about wreaking as much havoc as I wanted. I quickly couped Bavaria and Poland. There were no events reports regarding AI diplomats, though they could be seen flitting from one end of Europe to the other.
Garoco's dips were unable to change their settings after the first move.
On a further experiment I surrendered to France to see if he could author a surrender treaty. He received the message that he had to make a treaty with me, but three attempts brought no treaty and no loss of territory for me. I only suffered a glory penalty for surrendering.
Today, the AI was able to force him to surrender as well as make him cede territories.
All in all, it seems the host has all of the powers whereas the other guy has none.
An interesting side note: The turns went faster with my slower connection hosting. I was a little surprised to discover that as the host I had to click on the "end" button of quick battles in which I'd taken no part.
