I have read that in order to keep waste low you should either build up courts or make provinces into protectorates or both. I have for some time been building courts in all my provinces (level 4 or 5, some higher) and have recently converted half a dozen provinces into protectorates and yet my waste level has not changed an inch. Am I missing something ? Playing ver 1.2.16
