Upgrades?

This with the .17 patch-been playing Hotseat for over 2 years now, upgrading infra like crazy. There's a bit of a mil/culture race ongoing, but to date, only Austria gets offered upgrades. They are at level 12 in upgrades, everyone else toiling along at about 6-ish....
Is Hotseat now subject to this problem as well?
Is it addressed as part of the patch, I continued this game from .14 version, after applying the patch....should I restart?
Curious-but this is a rather big bug, there's no keeping up with the Austrians now...(odd).
Anyone concur from PBEM or TCPIP that this is happening?

ignore last post, I no sooner wrote it but all nations began receiving upgrades....LOL

I have not seen this. As a matter of fact, I have not seen any upgrades offered at all. Have I just not played long enough in the game or do I have to look in a special area to find upgrades?

To get upgrades you need to raise both your barracks level and your culture level....this costs mostly linens, but will also cost wood, and money. Then once you have raised a level, a popup will come up at the end of the seasonal turns. On the pop-up will be a list of upgrades and what they do....drag the mouse over the words to get a white popup describing the upgrades affects.
Not all of the possible upgrades come at once. So, you have to pick the best one from the list according to your aims.

That explains it! I have been upgrading barracks, roads, factories, and farms, but I have not been raising culture. Well, time to hire some court painters.[;)]

If you open the Economic Advisor and click on the Upgrades button then you'll get a list of your current upgrades as well as your upgrade-level. If your upgrade level is higher than your total number of upgrades, then you'll be offered a new upgrade at the start of the next season.
Upgrade level is proportional to the sums of the squares of your barracks developments plus a proportion of the sums of the squares of your cultural developments. Culture is worth half as much as barracks toward this total -- but small increases in the upgrade level are cheaper to obtain by developing some levels of culture.
