Can't seem to be able to connect a game even while having port 1944 open. Any suggestions?

Cable 512k
SMC Barricade Router using NAT
No software firewall in use
Windows Fierwall diabled.

Are you running Nortons Anti-Virus? There is a known bug in NAV that looses the port forwarding setup. This is fixed by restting your port forwarding.

Would disabling NAV when playing all together help solve the issue?

No, disabling does not remove NAV's low level code which still runs even after uninstalling NAV. To completely remove NAV you need to download the Nortons Removal Utility from Symantec. But you don't really need to do any of that. NAV runs it's own firewall and for some reason it periodically clobbers the port forwarding configurations. Just go to where you configure the port forwarding ( usually with your router ) and reset them. This should then work.

Oh, one thing, this advice re NAV applies to the 2005 version. I have only just started using 2006 and have not had time to see if this bug still exists in it.
