What is the best approach for overhauling an existing scenario?

I really like the main mods that have been made for scenario 15--CHS, Nik's, Pry's. However, I am sick to death of this scenario. What I would like to do is play scenario 13--that's the one starting on 5/1/42 and running to the end of the war--but I don't want to play it out of the box. You modders have spoiled me!
I have done very little work in the editor. I can tweak air units and ships and so forth, but I have done no work with LCUs or bases. How much work would it be to bring this scenario (or any scenario, for that matter) up to the standards of one of these mods? How should I go about doing this, what steps in what order? Is it possible to use any of the excellent work that has already been done for these other mods, or would I have to duplicate it all from scratch?
