Victory Conditions Sc. 6

Just finished Sc. 6 ( as French ) & obtained a Marginal Victory ( per final Victory Report screen ). I am confused as Current VP noted was 5 ( % shown as 51 ), but Sc. victory conditions lists 20 VP as requirment for marginal French victory. Can anyone help as to whats going on here?
Also clocked up -75 as Coalition in Sc. 5 ( decisive victory ) in my second CoD game. I didn't bother with suppy - just attacked the French 3-5 hexes North of ULM, so it can be done.[8D]
