How to access ship construction menu?

How does the Japanese player access the ship construction menu? Is it ship availability in the intel report? Because for some reason I cant click that option.

yes, in ship availability menu you can accelerate or halt ship construction

Is it supposed to be unavailable on turn 1?
There's no button next to it for me to access it. Nor is there one next to reinforcements. What gives?

In PBEM you can't access any reinforcement tracks until GT 2.
