Shanghaid

After capturing the Allied forces at Bataan, I shipped most of the IJN forces to Shanghai via Foochow, Wenchow and Soochow.
I began the seige in September 1922 and reduced the level 9 fortificatons to 0 by November. I have 152,000 troops (8 Div+7 Eng+5ART+8 ARM) in Shanghai against 30,000 Allied troops. I have attacked Shanghai every 5-9 days since the fort was reduced to zero after my troop disruption dropped below 20 and fatigue below 50.
Battle results (1 to 1 odds) resulted in about equal casualties; 3500-5000 each.
The Allied strength in Shanghai is actually increasing!
I am playing the AI; so I tried to find out what was happing by examining the troops (set the AI to Japanese). The Allied troops are not suffering from the attacks. The two largest units, FR Shanghai Bde and Border Rgt have disruption 0 and fatigue 6.
Can someone please tell me what is happening or what I can do to capture Shanghai? I heard Shanghai was really a wild place before WW2! I didn't realise they treated the troops so well.
