British AI still needs major tweaking

I'm in a tcp/ip game with Garoco...we've been playing the same game since we started with version 1.2.17. It started in 1792 and I think we're currently in 1807.
Britain had built massive numbers of ships. EVen had almost empty fleet counters sail into cities with massive numbers of unattached vessels. Never did the English try to refill their weakened and finally emptied fleet.
I saw one glimmer of hope. Garoco was laying seige to a blockaded York with his Dutch fleet...he was France, of course. All of a sudden 24 english ships sailed from the port and gave Garoco's fleet a good shellacking. Unfortunately it only did this once. The ships thereafter sailed back into port only to be lost when Garoco took the city a couple of days later.
It also need to combine fleet and army movements so that one piddly British corps doesn't land on the continent at a time.
This kind of poor performance by the British AI is one of the major problems with the game.
