If I've got multiple divisions involved in an attack, and no HQ, whose command figures get used? Does one of the divisional officers get chosen at random and given command of the entire force, or does each division get modified by its own commander?

Conversely, if I include an HQ, does that HQ's commander command the entire force? Or does it have some sort of secondary effect?

What if it's China and my attach includes 5 or 6 HQs; which one applies?

1. Each division gets modified by its own commander.

2. HQs further modify the odds for all units within their range.

3. I'd like to know the answer to this one, too.
