I've gone back to fiddling with the far-too-long running project that is my WitP mod. I'm trying to set up a first-turn Japanese invasion TF, but no matter how many transports I put into the f*cking TF, the ships refuse to load anything but supply. There's more than enough lift capacity to transport the single division I want to load, but there's no damn troops loading.

What do the troops belong to? HDF, China?

Somehow, another unit (one of the IJA construction bn's) had been set to load on the same TF. The problem was that this bn wasn't present at Taan, along with the TF and 18th Div, and so the program loaded neither.
I'm not 100% sure how this construction bn got set to load on the TF, but I suspect it must have had something to do with my attempts to "clean up" the Locations list, and move things around to be more to my liking. Whatever it was, it's working now.
