Is this possible to assign something like 40mm Bofors gun on Japanese ships? Is this possible, or some slots are forbidden to use by other side ships?

You should be able to. The Bofors doesn't occupy a slot that's specifically reserved for Allied devices.

The restriction on guns is slot numbers. Naval guns must be in low numbered slots - they work at least to slot 82 and probably higher.
If you assign a gun in too high a slot, it will not 'take' and the value in the fields will change in about a second.

Yeah, but there are still some slots reserved specifically for Allied or Japanese devices. That was what I was referring to.

The really low slots used by naval guns may be - and are - used by both sides. MOST guns are only used by one side, because the model number is different. But ANY gun can be used by EITHER side. It works fine.
I put all the guns in caliber order for the sake of the sanity of modders, and I combined duplicates (which in fact often were triplicates or more, up to 4 entries for the same gun!). They seem to work fine. Except IJA ships using IJA field guns refused to use them! I had to copy the field gun into the lower slot range, and then call it something like 75mm Field Gun in Naval Mount. The same device worked fine in the low slot. The 75mm AA, several mgs, 20s and 40s work for both sides just fine.
