I'm posting my reply here as well, on the assumption it's more likely to garner official notice.
While I understand that you're unwilling to offer a reduced price upgrade from ACOW, for the benefit of the dialup folks, would it be possible to offer, at full price, an upgrade package that reused the ACOW artwork and audio files. I'm on broadband (and was willing to DL 400meg files over dialup previously) so it doesn't matter to me, but something like this would be a major boon to people still on dialup. Especially those outside the US that would have to pay additional shipping charges, or a per minute fee to thier telco for net access.

We plan on offering the TOAW III only as a complete game. There will be no upgrade option. There will be an option to run purchase a Game On Demand version which comes in a DVD case and CD-Rom. We expect the price to be around $39.99 to $44.99 for the digital download and $10.00 + shipping more for a Game On Demand version. The price is not set in stone as of yet. There will be no printed manual with the Game On Demand version but we be providing a manual version that can be printed out and bound if wanted.
