I have decided that players who want the war to strictly follow exactly the same strategic course (including the rather significant changes to ship construction made after Coral Sea and Midway) will like the CVO (Carrier Oriented) version. And those who prefer to saddle the sides with their historical building plans will like the BBO (Battleship - actually gunship - Oriented). As it seems only this latter group might be willing to see radically different simulated war worlds, it appears that this is the scenario to choose for a revision of political points. I propose to add a third variation within a few days from the release of RHSCVO and RHSBBO by simply taking all the reinforcements not obviously tied to a particular theater and making them available without assignment - and then putting the political points needed to reassign them into a total pool.
At the end of the game, I will total that pool, and divide it by the scenario length in months - and make that the political point generation rate - probably with a starting pool as well (suggestions are solicited about this: should it be the same as the normal start, twice that size, zero or some other value?).

If I understand you correctly, you mean you are not automatically assigning them to a particular command?
I like the concept because in my games, I am constantly re-assigning them, feeling some dumbell in the rear area is not cognizant of where I need them!
As long as I am not getting anything destined for the ETO, I'm fine with your proposal..

Actually, I would like it even better with the carriers option.

I understand the way you are breaking up the two sub-scenarios (CV vs BB). I feel that the CV one is the only 'realistic' branch because, IMO, the emergence of the airplane made some defining expreiences inevitable. Maybe not Coral Sea and Midway themselves, maybe not even carrier to carrier battles. Maybe carriers pounding surface fleets, or maybe just carriers exerting obvious sea control more broadly than battleships were supposed to be doing. The changeover to carrier construction would have happened either when it did or within a short time thereafter, again IMO.
With this in mind, I've intended to stick to the CV version. However, this flexible version is very tempting, even in the BB variant.

You got it. They are assigned to United States, Japan Home, Mideast, etc. AND you get (on the average) the PP to transfer them.

There is no doubt you are correct - after a couple of years it is going to be obvious to everyone the impact of planes - and the planes are also so much better it is going to happen in spades. The problem is time: Midway and Coral Sea happen less than half a year into the Pacific War.
Ships take a long time to build or even convert. It is easy to see that Midway's were a logical outcome - but they also were too late to see the war. Anything decided upon after the summer of 1942 is likely to end up the same way. I actually regard BBO as MORE historical than CVO - in that what really happened is pretty dependent on remarkable timing.
That said, I will rethink the question of how to do this - which scenario to base it on - or (God forbid) if we should do it to both?
