Need help about partisans

I don't understand the manual and how to reduce partisanship. Are you only able to see the partisan numbers and values by clicking the button for View Nation? What do the numbers mean in the map interface?

For example, it is 4/35 in the map view, meaning four friendly units and I don't know what the 35 means. When I move more friendly units in, the number changes to 7/25, seeming to indicate that the second number in the map view is maybe a reduction in partisanship?

Is militia more effective than infantry in reducing partisanship or is it simply the number of any units that ease the problem?

35 is the rail capacity - this has nothing whatsoever do to with partisans. The reason its going down is that you rail units to the area.

Inf and Mil each count as 1 point of garrison value so they prevent partisans equally well.

If you do not have a large enough garrison in an area an "angry" yellow man will be shown in that area. Make sure to move another unit with a garrison value to the area in that case to avoid partisans. If you play with advanced supply you also need to ensure that there is supply for the garrison in the area or in an adjacent area (based on your question I would advice playing with simply supply for bit longer though).

Basically, you need 1 Mil/Inf/Para/Mech per population in the area to avoid partisans from occurring in the first place. If you get behind you need a larger garrison for a while to reduce the partisan level down to normal.

So I really don't need to worry about clicking the view nation button to keep checking on partisans as long as I deal with the angry, yellow guy icon with more units?

That is correct. You only need to check if numbers in View Nations if you have fallen behind and wish to know exactly by how much. Personally I never use that info.

Its in the middle of the day here - I am in Europe.

The key to keeping partisans in line are two fold. Keep ground troops equal to the population of the area, and in SUPPLY!.... If you do this, they never revolt. You lose one supply, but your resourses, factories, and rail stay in tact.
