Hi, just bought WPO; and i am really impressed! just had to congratulate you and the other designers for the great work you have done.
one question; japanese production is turned off; is there any need for the japanese to get resources and oil for supply?

No, as the human player you do not need to collect resources. The AI will continue to do so, and in the revised scenarios this summer with production on you will need to. That said, "Resource producing" bases usually produce supply, which still needs to be transported.
