Definately something from the 1910s or 1920s. Can't find any obvious matches on aircraft carriers, I wonder if it could be a sea plane or airship tender...
It is very similar to Kaga but it looks very different, could be during construction.

It's quite small, judging by the crewmen visible; don't think it's the Kaga.

I'm thinking purpose built because of the positioning of the gun emplacements on the side. They don't like a retrofit.
How about the Hosho?

Port bow view. Lack of island does give it a "Japanese" look.
