PPO = Political Points Option
The base for this scenario is RHSBBO -
that is both sides begin with historical production planning -
no one changes things in response to Pearl Harbor - which is not likely to happen as such
Both sides get most units at home bases, not assigned to a specific area, and more political points to assign them at will
The game begins one week early - based on the war alert the Americans sent out early - and both American and British plans to attack Japan preemptively (the American plans are highlighted on newstands this week folks - really)
US carriers begin at Pearl Harbor. Japanese ships all start in port except the Kiddo Butai - which is a week's sailing out - and there is no special first turn movement - and first turn surprise is off
Fleets may sail when and where desired. The war begins when and where units first engage. In a week, KB can be almost anywhere - it need not sail to PH - although it probably should...
