First I want to say that i'm looking forward to all those upcoming 2by3games.
Just have a few questions about this one.
Since you play the role of theatre commander I would like to know what's the influence of all those other theatres are? -ie will the commander loose or get ships/troops/squadron's etc to 'Tokyo/Washington' from time to time?
And what if the player is doing worse/better then historical the case was.

Also pilots/troops will gain experience when they survive the combat. Will ship crews and commanders also gain experience?

There is a commitment system that commits ships from Japan/Pearl Harbor to the South Pacific. Additional commitments are impacted by losses and the ships returned by the player to Japan/Pearl Harbor. The basic willingness of high command to commit ships to the area is based on the date, although these levels can be adjusted by several preference options.
As for experience, yes, pilots, troops and ship crews (and I think leaders as well) all gain experience in combat, and a major issue for the Japanese is that they can ill afford the loss of their excellent pilots. Japanese replacement pilots are generally of less experience than Allied pilots, requiring the player to spend time flying training missions or allow them to learn on the job (a very costly method of training). As Japanese losses mount, the impact of having ever less experienced crews can destroy the Japanese airpower.
