Getting more labor?

Hi All,
I'm hoping someone can help me here because I can see this game is really good and I want so bad to understand how it works. For some reason, even after reading the manual. I can not find how to create more labor. When the game first starts (new game). It shows a part on the screen that says "We need more labor", but I have no clue how it works to get more.
PLEASE?? Can someone give me a basic breakdown of how this works and possibly some other things I need to know to enjoy the game?

Each province produces 'stuff'. If you want to produce more labour, put your men in some provinces into the labour category.

Vinny,
In the upper left corner of your development screen are a bunch of bars on which you can change the values to produce more or less. The second bar from the top is labor. By increasing the value of that bar you will increase your labor output. Many provinces produce little labor while some can produce many. In general, the capital province of the major powers can produce the most labor.

I am not sure if your answer covers it Grand Arme. I have the same "problem". When improving the province you can see how the turns to finish are reduced when increasing Development. When building a unit and adjusting Labour, nothing changes. Can you explain this for me? I though maybe freeing up Labour would add to the overall Labour availability, no?

Some provinces have small population, so even putting most of them into labour doesnt give even 1 'labour point'. England with 10 Factories and 12 population on the other hand....(about 40 or 50 I think)

Fractional production has a chance of producing one resource -- so even if you allocate some labor and the production level still reads "0", there is still a chance that the province will produce 1 labor.
