Declaring War

I was playing as Sweden and I wanted to declare war on Britian. I cancelled our alliance, moved 2 Armies into British territory. I passed resolutions to declare war, but Sweden never declared war. When British troops entered my territory I elected to declare war, but still Sweden never declared war.......I ran my economy into the ground waiting for war to be declared. In the meantime the Bloody Brits staged a successful insurrection in Finland. My dream of a united Scandinavia under Swedish rule was squealched.
Can anyone help?!? [&:]

Not sure. There appears to be two ways to do it? The simplest is to right click on their country and declare war directly. This has never failed for me. The other is to make a treaty where you agree to declare war on them? This seems slightly round about, and odd.
Which way did you do it?

Hi, some days ago I had the same problem: I was French and I didn't succeed to declare war on Austria that had troops on my territory.

An example which may sum up your problem: If Sweden is at war with TurKey, and Britain is also at war with Turkey, you will not be able to DOW Britain. A very useful rule if you want to get a period of peace. There should be no other reason for you not to be able to DOW Britain.

Thanks....I think you may have the answer. Both Britian and Sweden were at war with France at the time.
