No Colonial Militia

Playing as Britain, and not seeing any militia from the colonies whatsoever. I havent upgraded to get twice as many, because I figure twice nothing is still nothing. The only thing I can think is that I have reduced my Feudalism to zero, but that isnt mentioned in the manual as effecting it.
Also, why are they militia and not decent troops

You do need to have nonzero Feudalism in order to get colonial troops. Colonial troops are acquired during the Feudal Levy phase, and a nation doesn't get Feudal Levy unless it has some level of feudalism.
Do you have the first level of the upgrade? There are no colonial regiments unless you have at least one of the upgrades. Also, military readiness needs to be at 100% in order to receive any feudal levies or colonial troops.
In making colonial troops militia, I was guided by the Osprey books on colonial troops during the Napoleonic wars. However, the two upgrades are rather on the weak-side, and from a gameplay perspective it may make sense to change them so that they give regular infantry when you have both upgrades.

Aha! OK, I thought that might be it. An addition to the manual maybe. Cheers.
