Waste and Textiles

Oh dear I am still confused about textiles and waste. I have read the waste rules, and the old discussions about them.
In the production screen, the amount of textiles produced is red compared to everything else is grey (in the 'produced by nation' row).
This seems to max out at a certain number, and I dont know why. What sets the number? Why does it max out?
Is this the 'old' waste rules in effect?
1. I set France to make NO textiles. The total national total actually reads -1 (odd, maybe rounding)
2. Moving 1 province to make 4 wool and 6 textiles, suddenly the national total is +11. Odd.
3. Moving 1 more province to make 4 wool and 10 textiles, suddenly the national total is +29. Odd.
4. Moving 1 more province to make 4 wool and 13 textiles, it stays at +29. Odd.
5. The following turn, I did indeed produce +29 textiles, giving a total of 59 now. BUT, the national maximum production is now fixed and unchangeable at +3 units.
What is the mechanism here I don't understand?
