Changing the situation in China

With help from a forum member, I have managed to get ports to work in China, far up the Yangtze River, and also up the Pearl River. This is good in several respects:

1) Wuhan shipyard is now functional
2) supply and gunfire support upriver becomes an option
3) Garrison requirements should be significantly higher

Another thing I have determined - with help from the forum - is that resources are vastly understated. Changing these will help both sides - particularly in China. Japan may get enough resources to model its economy midwar (right now, when the stockpile dies down, in 4 months, Japan dies). ROC may get enough resources to make its industry generate significant local supply - and its units be much more functional.
