One reason is there are only 2 Unit Classes that allow infiltration: Special Forces and Guerrillas. If the AT Team unit is classed the same as the other Ranger squad uits, then the possibility for having an entire Ranger formation composed of nothing but bazooka teams is a possibility that shouldn't be allowed. Although they could be classed as Guerrillas, this would not solve the problem of the MMG and mortar units not being able to infiltrate; classing them all the same raises the same problem as above, that you might end up with all bazooka teams or all MMGs.
Another reason is the limited number of Unit Slots. All of the Ranger support units (bazookas, MMGs, mortars) are the same units as used by other infantry formations; this prevents filling up valuable slots with duplicate units. If we could ever get an expansion of the Unit Slots, we might be able to address the problem better.
