Perhaps the partisans should be a bit more potent? As it is, they will only cause any real problems in very exceptional cases, when they happen to cut of the only supply route available.

Some ways to make them more potent would be:

a) let them hang on to any captured ground until recaptured by Axis troops.

b) let units moving into partisan controlled areas suffer some losses.

c) let their attacks be more frequent.

Just brainstorming away...
