I just started my Soviet turn in Campaign 1941 PBEM. Are all the Soviet units soposed to be at 20% readiness? I played this game years ago and don't remember not being able to tranfer units on the first turn.

It appears that PBEM has many bugs---not only does the russian have a readiness loss but the Germans too after moving their HQ's
