On the bottom section of the display for a unit/HQ, over to the right, is either:
  1. "cv: 0:3a" (an HQ type example)
  2. "cv:14:3:1e" (a unit type example)[/list=a]
I know that '3a' means three air units for an HQ, and '1e' means level 1 entrenchment for a unit, but what do the rest mean?

The first value is the combat value of the HQ or unit. The next value of an Army or Korp is the number of units in the Army or Korp.
