I guess it's time for me to chime in on what I've read. I have to say it seems every post from the designers appears to be preparing me personally for a major disappointment. My original idea on augmenting naval combat and possibly even creating some semblance of strategic warfare was terribly poopooed by the vocal minority although it required very little change to the game and could almost have been accomplished with bioedit alone. I only hope my ideas were looked at. Perhaps they'll consider them down the road.

  They weren't looked at and ignored, there just wasn't time to seriously consider them. The scope of the initial release was supposed to be simply to fix a couple of the worst problems, and put out a new version. We didn't look at any major changes to the combat model, except to increase the AA values by 100x. The strength display now ignores any naval units, which may help with flotillas, but there wasn't time to consider major changes to the combat model.

  The combat model has been frozen since early February, to make sure that we didn't break anything, the rest of the time has been spent with dressing of various types.

  Down the road, we're going to look more seriously at naval warfare, supply, and some other topics that most people agree are problem areas. That doesn't mean that we'll fix them to everyone's satisfaction, but we do agree that they're a problem area.

We've already debated the virtues of these changes to death, but I think you're wrong in thinking it would be easy to make naval combat realistic. Possible, of course, but prett involved. You'd be right on strategic elements; as you say use of the BioEd already makes this possible to a certain extent. The addition of more and improved events should also help.
 
Then there's Ralph's comments- there are a lot of things that haven't been changed very much with this release. But Matrix intends to continue releasing major updates. That remains to me far more important than any actual change so far- the promise of ongoing support.

Well, it isn't as simple as you make it sound.  I playtested one of these scenarios with ships mixed with AA equipment and the ships units would basically never sink.  I ended up getting in a month long naval battle off the Gilbert Islands with my opponent.  Both sides got away mostly intact!  This is less realistic than the current TOAW situation.

Surely I'm no expert. But if you can tweak the A/D strength ratio for land units until they begin to behave accurately than for sure you can do that with naval units as well. That, reserve movement , interdiction, multiple hits...I was merely attempting to employ the same mechanics that make the land combat so accurate.
