Why all the tanks?

In Campaign 41, why so many tanks in the starting German tank pool? About 5,500 tanks of all types are in the pool which does not include those assigned to divisions or independant battalions. I doubt if the
Germans had over 5,000 functioning tanks at any time during the war, less than in their tank pool of unassigned tanks.
Another question, in reality most knocked out tanks of the victor of a battle, he who ends up poccessing the battlefield, get repaired and returned to service. The Germans in particular depended getting knocked out
tanks back in service. Does WIR make any allowance for repair of equipment or are all tank losses permanent. I do know air units do have active and out of service aircraft.
