New German Army Group

I find it always very usefull to create a new German Army Group by changing the 2nd Army in a Caucasus Army Group. After updating to Wir 2.1+ i can change an army to an army group but are unable to attach other armies to that new HQ. Is that one a bug and will it be fixed or what is about it.
