Moving factories

Is it true that the Soviet player can only move 1 factory per turn, for a total of nine times?

Yes, the rail points will not allow the Soviet to move more than 1 factory per turn. There are 5000 rail points available and a factory costs 3000, I believe. The total limit should still be 9, although there were a number of changes to the factory locations, including the change of Murmansk to Lnd Ls/Siberia to hold to of the old on map factories.

I have a question about the factories.
When the germans take over a city that has a production of some kind, the manual says that you take over the factories. But this isn´t happening in my games.
I know there is supposed to be a "time lag", and i have seen a previous answer on this forum that the computer has in internal clock for these conversions, but still i cant understand that i the middle of `42, there i no production in any of the russian cities the i control.

I don't believe the manual has ever been right about the factories, as I don't recall any version where the factories return. They are marked for return from what I have seen, but it is something like 5 years after being captured, or 1946 at the earliest. I have seen these captured factories in looking at the save game files, and that is the delay before they return.
We have had some discussions about this issue in regards to a change, but nothing has been decided. Some of the lost manpower of a lost and recaptured city will become available in the next version, if testing works out okay.

I believe the Soviets destroyed any factories they couldn't transport to the Urals. It would have required that the Germans start from the ground up, quite literally. Even when the Germans captured some of the oil centers in the Caucasus what they found was useless: the wells had been capped with concrete, and everything else was made unusable.

Well, after I took over some Factories (a art in Kiev and a Heavy industry in Riga) in the alt-R report, I see a heavy factory in both Riga and Kiev in 250 turns. As the game won't last that long, no wonder people didn't see it. Also, I wonder why did the Art get moved to Heavy industry? (not that it matters, since you'll never get it anyways.)
