I have surrounded Norway and Crete with German transports, on Summer turns, and cannot inavde them them for love nor money.

Is it a bug, or can Germans not mount amphibious invasions ?

Do you have a combined amph capacity of 5 next to the area you want to invade?

One TRS is not enough - you will need 2 (unless you tech up the amph value).
