As Russia in a 1792 custom scenario I appear to being credited with 50 money rather than debited 50 every time I opt for a first level development.
On a different note re future changes I would like to increase the fog of war by having less information provided. For example:
1. In detailed battles not being told the exact number of the enemy forces but being given only an approximation. This could get more accurate the better one outscouts the enemy (say counting light cavalry as 3 pts and other cavalry and light infantry as 1 point plus a number of points for each scouting upgrade).
2. On the nation screens not being able to access the detailed stats for the other powers but getting appoximations only. So instead of knowing that an opponent has 1350 money you would be told they are in a band of say 500 to 1500. Likewise with training information - use several bands (eg 7 to 15 instead of 9.81) with perhaps a few examples of their training upgrades randomly selected from that country's actual list
I strongly support the suggestion for greater distance beween set up forces at the start of detailed battles to allow more scope for planning and deployment. Also it would be great if a side with improved scouting (perhaps using above formula) could choose to have their reinforcements arrive from a flank rather than the usual rear or even have this as a random operation (eg 1 to 4 chance).
