is it planned upgrade or hotfix for sdk mod tools (like create atmospheric region, new functions for S-foils...) ?

Your guess is as good as anybody elses. There have been no development comments or updates of any kind in quite some time.
 
I don't expect any such changes or additions to the current version of Starshatter. Neither should you. [:(]
 
There are rumors of a new Starshatter simulation in the works, The Gathering Storm . Other than some graphic shots... no game details have been shared. [:'(]
