cannot change aircraft types for soviets

I tried to change some Soviet fighter squadrons from Yak 3s and La-7s to P-47s. I was able to do the change. When I started a new turn, the computer had reverted the squadrons to their Soviet aircraft types.
I tried changing the HQ mode to human full control, but that had no effect.

Did you turn factory control to manual, using Shift-F? This not only turns off the automated factory control, but it also stops the computer from automatically upgrading equipment in units as well.
