CV Values semi Useless??

CVs as reported for enemy units (Russian in my case) seem to bare only the most minimal relation to their actual strength. I'll attack a "0" CV enemy unit only two discover it has up to 200 squads! While I understand the goal of fog of war it feels almost as if I should pick my targets without regard to CV since it carries so little information.
Do others feel this way or am I imagining things?
Also why is that a 40cv value unit of mine can have trouble with a 0 cv value unit? Seems like I should have quite a margin of error if I have 40 and they have somewhere in the range of 0!!!
I really want to like this game and am very grateful for the hard work put into it, however I'm tempted to go back to TOAW versions because there at least I have some clue what I'm attacking.
Please enlighten me!
One more comment/question if you don't mind. If on the same phase I ask one unit to enter the hex of another unit that is vacating *same phase* can I COUNT on this happening (assuming exiting unit is not blocked?). Or is it possible that the computer may first get to the second unit, try to move it into the first unit's hex, find it "blocked" (because 1st unit has not yet moved) and stop?
I have this feeling that I'm running into myself a lot and want to make sure I understand the system.

Lin,

The CV for you units is an accurate calculation of the unit strength. The CV for your opponent is an approximation of the number of units in the Army or Korp (shell). I'm not sure what the spread is but a CV of 6 could be from 4 to 8 units or 5 to 7 units. So you can see that a CV of 0 could have 1 or 2 divisions in it depending on the spread. Try checking the enemy CV several times to see if you get different values then you will get an idea of how many units are in the shell.

Keep trying, you will get a feel for the game after a while.

P.S. You can also bomb your intended target with a very low strength bomber group and get a reasonable idea of how many squads, guns and afvs are in the shell.
