Replacements?? and turns?

In the inventory and replacements panel i see these columns?
The manual is a bit vauge as to there meaing.
On Hand ; Rate ; Turns ; Assigned ; Lost
On Hand? the amount ready at this point
rate? the amount of units you are givin each turn?
turns? if it says 1+ do that mean from turn 1 to finish you will get the rate of replacements each turn? and if it says 16+ then from turn 16 and to finish?
Assigned? Is this the number assigned from the start or the number currently in the units on the map not counting those in the "on hand" and those lost.
Lost? just take that this is the number of these units lost so far in this scenario.
Also about turns. So fare i figured that a combat will take a part of your turn? if i plan lots of combat and resolve in the end will all combat then be carried out? or only so much until my turn run out?
I never played the old TOAW but i have read alot about it and heard that pros can manipulate turns so they could crush newbs becouse they could do so much more in a turn? whats with that and how dose it work? Tried to look it up in the manual but was a bit lost as to where i should look. To moving units expend your turn or only combt?
