I am trying to change the HQ Rabaul is attached to.

I have plenty of political points, 889.

When I try to change it, only Autrailian Military can be chosen. All of the rest of the choices are greyed out. What am I doing wrong?

Hi. You can only change the HQ of a base to another HQ if a unit belonging to that HQ is present.
 
Basically, if the only units in Rabaul are Australian, then the only HQ you can change it to is Australian Military. But if you have several Australian units and a US Marine Unit with an HQ of Ninth Corps Hawaii, then you can change it to Australian Military or Ninth Corps Hawaii.  Since you don't (necessarily) want to put more units there, simply change one of the units (probably a non CD unit and the unit with the lowest PP cost) to the HQ you desire, and then change the base HQ.
 
Note that bases cannot be assigned to the French Theater HQs of French Indo China or French Colonies. You can change the HQs of those bases, but you cannot change them back to French HQs later.
