repaired tanks

please, give me some hint about a "some portion" of destroyed tanks which becomes available. I would appreciate even rough estimation. What are limits for it? I am absolutely sure that they are betweet 1 and 99 percents

It is 25-33%. I am not sure if this applies to tanks lost in the 1941 blizzards by the Axis, or by either side due to low supply levels.
