Hey can tell me if it is possible to reassign german Armies to other Army groups.

Sure, put the cursor over the Army HQ you want to switch, press Alt-H then select with the cursor the Army Group HQ you want the Army HQ to go to. Press "/" to see all the other WIR commands.
