The Italian Front surrendered on the first turn! I only made the following changes.
1. Increased replacement rate to 75.
2. Removed 30 or so Me-109 ftrs
3. Added 40 or so BR-20 Bmbrs
These minor changes should have boosted strength, not diminished it I think. In any case the first turn surrender bug is still around!
Version 3.0

There currently isn't a first turn surrender bug, you were just extremely unlucky. I tend to add a couple of infantry divisions plus raising the replacement rate to boost the front's power until its strength rises normally.

I don't know if this has been discussed or discovered, but there is a further wrinkle in the calculation of the Western and Italian Front strengths. The strengths of the units are further modified by the readiness and experience of those units. I tried this out by transferring into the fronts different units. The net gain was always multiplied down by the experience and readiness of the unit transferred. Seems to be an undocumented feature. I like it if that's the case, keeps you from sending minor axis allies to those fronts.

Good find, that must be why I've never seen this problem since I send some extra German divisions there (high German experience). I still occaisionaly see the Italian Front shatter early, which is annoying. The whole reason for adding some uncertainty about the shatters, though, is because if they are predictable, a player can exploit that fact.
