The manual states that naval units only participate in combat vs land units if a friendly land unit participates in the combat (which seems fair indeed).
However, I noticed that I can launch a general attack purely made up of aircraft at a coastal region and the naval units CAN participate in the attack! Is this intended (in which case the manual is wrong) or is this a bug?

The manual is wrong. You need one air or ground unit initiating a general attack to be allowed to add in a bombarding ship.
